VCC (Visual Communications Company) design and manufacture a wide range of illuminated electronic components.
This Green LED is just a little different (patented design) in that it is designed for easy panel fitting through a single hole using a removable front bezel which friction fits onto the LED itself.
We used a number of these in various product designs and they simplify LED mounting considerably.

VCC - Panel LED with flying leads
Part # Unknown (not indicated on the product except that it is a VCC product)
The physical mounting is unique (and has been patented) ... I will try my best to explain the construction.
The flying leads enter a special housing for the small Green LED inside, this LED measures 2.8
Fitting OVER this LED is a front panel bezel, also coloured Green. It is easy to 'push on' this bezel and it firmly stays in place, so the front panel sits between the rear Black plastic housing and this Green bezel. Simple but effective.
DIMENSIONS:
Green LED is 2.8mm Ø
Green translucent bezel has a 4.25mm Ø x 5.5mm length with a small flange at the front so that the body cannot push backwards through the panel.
This means the mounting hole needs to be 4.25mm Ø diameter or very slightly larger
The complete component from the front of the bezel to the rear of the Black housing measures 20.5mm, 16.6mm of which is behind the panel, meaning this is the clearance needed internally behind the LED assembly.
The flying leads (colour coded for the Anode-Cathode) are 140mm in length and use TR-64 stranded wire.
There is NO current limiting resistor internal to the housing so your usual Vf would be around 2.8V @ 20mA or so - one photograph shows one of the LED's lit up and that was using 2.8V @ 20mA current flow.
Intensity seems to be pretty good, easily visible in daylight and reasonably bright for a Green LED emission.
Intended for equipment front panel status indication, such as Power ON or System Ready
TESTING
Although NEW old stock, I couldn't find the original spec sheets so I decided to fire up just one LED to gauge the brightness and colour. This means that one LED has the flying leads stripped back but the remaining 5 are not terminated in bare wires.
These nifty little Green panel LED's with flying leads are now individually packed into sealed clear plastic packets, awaiting a new owner
