These are the top caps that friction fit into the top section of a collet knob.
They are part of the SIFAM collet knob "kit" but should equally suit other manufacturers collet knobs of the same diameter and "ribbed side" friction fitting.
What is a Collet knob?
Collet knobs use no grub screws or push on friction fit to the controlled component shaft
Flip off the top cap (this item), unscrew the central nut and the knob releases from the shaft - reverse this procedure and the all metal grip mechanism (brass) effectively and securely "clamps" onto the shaft
