The author was Henry Winterfeld, with this story being published under the pen name of Manfred Michael. He was German born but with the outbreak of WWII, he emigrated to USA and remained there for the rest of his life.
Henry Winterfield was very well known for his children's and young adult books of the time.
The plot of the book is set in a small mountain village, where the adults become so fed up with their children's bad behaviour that the adult's completely abandon the town. The children, led by characters like Manfred, must learn to work together, run the town's electricity and water, and fight off a rival gang of troublemakers.

Yes, after all these years there is some light foxing evident (where the paper reacts with the environment and slowly changes from a White to a very dark Brown in serious cases)
I would emphasis that this foxing is light - a light Yellowish tinge to the pages and this is consistent throughout the book from the front to the rear.
To preserve the current very good condition of this book, it has now been sealed in cellowrap (non-reactive with paper) and then within a sealed clear plastic sleeve.
